The correct answer is B - Monitoring the Future (MTF) and the National Survey On Drug Use and Health (NSDUH).

Monitoring The Future is conducted annually by the University of Michigan on kids in school. The NSDUH is conducted by SAMHSA and includes kids not in school. It might be hypothesized that kids who drop out of school are at greater risk of substance abuse so comparing data from the MTF with the NSDUH might be worthwhile to detect differences in prevalence rates.
